The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are fought: positive announcements are released from multiple capitals. Considerable effort is expended on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a ability afforded by current data. From vantage locations, defense planes that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes supplied to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, probably delivered by partner states. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.

Ongoing Risks

Not long after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, damage and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The detailed framework from Washington generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, certainly, persist.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a principle well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but avoiding a entire defensive failure until situations evolve in its favour.

Present Conditions

Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their task will now be much harder after recent developments, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
